Madam Milena Rangel
General Director for ASEAN Affairs, Ministry of Foreign Affairs and Cooperation
Milena Rangel is the Director-General for ASEAN Affairs in the Ministry for Foreign Affairs and Cooperation. Prior to this position, Ms. Rangel held the position of ASEAN Economic Affairs Director.
Previously, she served at the Embassy of Timor-Leste in Vientiane, Lao PDR, as Counsellor and Interim Charge d’Affaires in 2016-2017 (during Lao’s ASEAN Chairmanship) and served as Counsellor at the Embassy of Timor-Leste in London, United Kingdom, in 2013-2015.
She joined the Ministry for Foreign Affairs and Cooperation in 2010. Prior to her diplomatic postings abroad, Ms. Rangel held several positions within the Ministry such as Director for Multilateral Affairs in 2011-2012 and Chief of Staff to the Office of the Minister from 2011 to 2013.
Before joining the Foreign Service in 2010, Ms. Rangel worked for the World Bank in Dili as National Advisor for Youth Development Fund seconded to the Secretary of State for Youth and Sports. Prior to that, she worked for the UNDP and UNICEF in Timor-Leste as Programme Officer, mainly dealt with issues of good governance and human rights Programs.
Ms. Rangel was born in Dili on 20 September 1975. She obtained her Bachelor’s Degree in Japanese Language and Tourism Management from Sekolah Tinggi Bahasa Asing Yayasan Pariwisata Indonesia, Bandung-Indonesia in 2002 and obtained her Master’s Degree in Development Studies from the University of Queensland, Brisbane-Australia in 2008.
